From this area you can do a multiple of things. If you look down the area in which you jumped from, you have a great sniping view. Also, this spot can be used for infected, and getting high kill streaks. This work does still work and is not patched. I am in a game right now and tried it. This spot is on the map overwatch, which is the newest DLC map. To do this, you'll have to come to this area of the map.

Once at this area of the map, you should be directed towards this general area.

Get on this area. Get on the cement packet type package and stand on the platform loking down. If you look across, you should see a wooden wall. Now, from here you're going to have strafe jump from the cement area, to a ledge next to the wall. This make take a couple of tries before getting used to, so practice this in private match before actually doing it. or use a tactical insertion if in public matches. To strafe, you have to run at the area to the left and at the last second, split your direction to the right. If done correctly you should land on this ledge;

Be careful not to jump to the right, as you will fall off and die since there is a barrier there which blocks your path. From here, you will be nearly impossible to get during infected, and in public matches you have a clear sniping view.
