This, like all perks, can be found by pressing the Back button and using LB/RB to get to Perks.
This particular one is the first perk in the Scout category, and requires you to stealth kill a commander. You'll know when you're near a commander because you'll see a signal indicator on the top right of your screen. Sneak up behind him and take him out silently. (Crouch with B, and RS when you're behind him.) The very first commander you encounter will be facing away from you, so you can get this one as you make your way into the fortress.
This will give you access to the other Stealth perks.
