The overall Norther map is divided into a 3x3 subdivisions. Each subdivision is has its own smaller map. You can switch between the 2 by hitting the X button while the map is up. To find the safe houses, you'll need to look at each of the subdivision maps. You'll have to actually enter each subdivision to look at that respective map.
Looking at those maps, the safe houses are the icons that look like tents. Any of those that have a lock icon on the upper right of them must be unlocked. To do that, you must go to that safe house and kill all enemies around. At that point you should receive a message saying you can now use that safe house. From there it is just a matter of checking each subdivision on the Northern map section.
