Story related and cannot be missed.
This area is tricky and requires collecting three fuses from separate rooms. From the area where you need to insert the fuses there is one pathway leading out the window and two more leading from the door. Head for the path out the window first and grab the first fuse. At this point an enemy will come after you, either hide or run by him and head to the main room. Next head to the door and follow the path until you can go either left or right. Go right and in the room at the end grab the fuse. Now the enemy will be heading towards this room. Either wait in the room and slip by him or sprint to the next room directly at the opposite end of the hallway. In this next room will be a second enemy who wont react until you grab the third fuse. If you are being chased by the first enemy wait until he is in this room and then grab the fuse or grab it as soon as you enter and run straight back out.

The enemies will take two hits to kill you so you have some room for error. Run back to the main room and if the enemies are still chasing you, head back to the elevator as they wont chase you past a certain point so you can easily double back. After you insert the fuses the key will drop down to the level below so head back to the elevator and over the gap in the stairs to reach the lower level. Stick to the right and in the first room you will find the key. Once you pick it up the achievement will unlock.
