The quickest way to do this is to grab the Agency SUV or the Buggy (if you have the DLC) and jump out of the 2nd tunnel doing a double flip (or triple in the buggy).

You also can get driving experience from running over gang members, but that is usually more work than it is worth. Also, you do gain driving experience by jumping through the stunt rings, but many of them will require a high driving skill anyway.
