We are each our own devil, and we make this world our hell.
To unlock the Devil Goat achievement, you must gather 5 sacrifices at the Pentagram behind The Party. You can do this by dragging 5 people to this location or, alternatively, you becoming the Goat Queen and summoning 5 goat peasants.
After a short sacrificial animation, you will be granted the Evil Goat mutator and achievement unlock.

This is great fun to do in the game, and real ridiculous!
You should include how to first activate the pentagon so it will accept the sacrifices though.
