There's way to many frames to make this an avatar file size.
I've tried compressing/resizing and the lowest I could get it is exactly 100Kb. The Image is also extremely small, quality has been shot too. https://imgvb.com/images/2023/08/21/16e9903b3be1ba658f2bc9a810f795e8.gif You'd be better off finding another one some where |

100x100 with 100% lossy compression puts it just under 100kb without removing frames.
