When I Mod Spec Ops Two Player Online No One Or Any Of My Friends Can See Any Of The Mods Can Anyone Help Me With This If You Can Add A Reply Below Or Send Me A PM Thanks

No. You both must have the mods activated, or the game will not be synced. Use Godmode and Noclip though. God mode works for both players if you're using an ISO.
