Okay that's weird, clear your system cache 3 times, then reboot.
Then try to download again, make sure you're on regular dash when downloading profile.

It might be to do with your VPN reconnect it to another server.

Also when I get that problem I go to a game like bo2. Click multiplayer then when it pops up to sign in, download the profile. It works for me lol
