Do you need a monitor?
Do you need a keyboard & mouse?
Are aesthetics important, or any preferred scheme?
Will you overclock?

The case is a bit much, and you could get near matched performance with a rx 480. You want a HDD, you will fill that space quickly. ADATA/Kingston has some decent priced 240GB SSD's no need to pay premium for Samsung all the time. If i am not mistaken the i5 competes with the latest Pentiums now.

Other than that i would get a 1x8GB since mATX, you could've gotten a better price especially for h110m boards, asus has a slightly lower priced one. Other than that, i would've at least gotten a modular/semi modular PSU corsair has a few decent priced ones.

No you don't need a HDD to install Windows on an SSD..

You can install Windows on an SSD just as you would do on a HDD, its just storage.

I'd recommend getting a small SSD for the operating system & a 1TB HDD or so for your game installations and other storage

I know this would make his build too much but would it be better for him to wait, and save up a little bit more for the 1070?

OP:

The 1060 bottlenecks the CPU.

The 1070 bottlenecks the CPU even more.

I'd go with this, latest gen intel processor, although you may want to wait for AMD's Ryzen CPUs they seem quite good with the leaks I've seen around. Has an SSD for you OS and anything else you need to load really fast. 1TB HDD for bigger files, a 1060 although again you may want to wait a little while and save a bit for a 1070. Fractal Define Mini case has sound dampening and imo Fractal Cases are the best 9 times out of 10. Only included a 450w seasonic unit because it's more than enough to power what you're going to need to and it's got 80+ gold efficiency.

So a 3930k with DDR4 RAM what's next an AMD cpu in an intel socket. What untrustworthy site did you get that "knowledge" from...

I dont agree with the recommendation given by the site, the screenshot was solely posted to show the bottlenecking, nothing else.

I apologise if it came across another way

Ah right, but still the bottleneck won't make a huge difference realistically, I don't think.

To be fair the site doesn't even support all GPUs/CPUs

The i5 with a 1060 wouldn't bottleneck it would be just fine, even under demanding AAA titles..
