It says that after I mug someone, to claim the cash I have to kill the mugger. How do I find them?

It displays that message to all players in the lobby. After the mugger hits someone a red blip on the map will appear, follow and kill it

You have to kill as many people around you as possible, it doesn't have to be online players, it can be anyone, once you hit the limit, the mugger will drop and drop down more cash than it should normally, maybe 10x more if you're lucky.

I'm pretty sure it displays a red dot on the map, just track that down and kill him.
