Do you need a monitor? No

Do you need an operating system? Yes
What will you use the PC for? Basic gaming for League of Legends and CS:GO


my friend wants to get a gaming pc for around $400 for basic gaming on league of legends, csgo, and other games that dont require anything too expensive

This APU will do fine playing those simple games but if he decides to play more graphically intensive games he can throw in a graphics card. However the apu can handle some games fairly well [ Register or Signin to view external links. ]

You'll need to download your OS from somewhere and make a bootable USB or something to install it.

What I meant, was that if you need a key to validate your OS, buy one from reddit instead of paying the ridiculous retail price of $100 or so.

He if has a budget of $400, why would you go using a integrated graphics card? Disapproved of your post for that reason, and because you added in a quad core, even though he could get a 6 core for nearly $7-8 more.

My build would get the job done.

Another option you could consider is a Skylake i3 rig, it has a stronger CPU, but a lesser 4GB of RAM, although another stick is a mere $20 which I am sure you could find in no time.
