I need some assistance.. this is the PC that I use..

Yeah... I know.. haha
Now, what I want to know is whether or not I should invest in 3.0 PCI express motherboard and a 3.0 PCI express graphics card or should I just invest in a 3.0 PCI express graphics card?
Is it worth it to spend a little more on a better card and still use a 2.0 PCI express motherboard or is better to have both a 3.0 PCI express motherboard and graphics card?

PCI versions should be at the bottom of your list. The difference in the real world is extremely minimal, if anything. 3.0 just has higher bandwidth and some other stuff i don't care to research. Most modern motherboard come with PCI 3.0 anyways, but don't base your purchase off it.

Did you look at the Gyazo? Also, I have a 500w PSU.

And yes, I plan on gaming. 1080p would be optimal though I could settle for a lower resolution with higher settings. That's totally game dependent.

Yes, the image link didn't really tell me much, just that you need a complete overhaul. But you're not going to do that in budget.
We need your PSU's make/brand as well as model. 500W doesn't help us much.
Also, what games are you wanting to play?

Sure they'd work. PSU upgrade wouldn't go a miss sometime soon.
Also, your monitor is running at 720p, so if you're wanting to game at 1080p. You'll need to upgrade that also.
