looking for a low ms response time and 23.6 to 28 inches monitor for cheap, ive heard that there are some asian makes that are pretty cheap. any recommendations

There are more factors that should come into it when looking for a monitor other than response times.

It takes around 16.6ms for a 60Hz panel to display a new frame anyway.

Things you should be looking for in a monitor.

Input types
Panel types
Aesthetics (if that matters to you)
Value for money.

Anything more than 24" at 1080p isn't worth it in my opinion, the PPI gets lower every time you make the screen bigger.

It takes 16.7ms for a 60Hz panel to refresh the image on screen, so ignore response times, it's a marketing ploy used to sell terrible monitors to those that don't know better. It makes much more sense to just buy a better panel.

If you really want a 'faster' monitor, get a 144Hz panel. It takes about 7 or 8ms for 144Hz panels to refresh the image on screen, but they're going to be more expensive. A Qnix QX2414 would do the job, fairly cost effectively and isn't a terrible panel, but I'd just go with a nice IPS panel or something, as opposed to a TN panel.

The one I posted is probably the best monitor you'll get for under 140.
