This happened on my college computers the other week. We actually couldnt work it then something worked but not sure how it worked haha.

Could be a masking problem, at least that's all I can think of.
Used to get something similar, it bugged on me and saved as a pref every time I opened up PS.
Either way the easiest way to fix something like this would be to reset your prefs.
You can do this by holding down (CTRL-SHIFT-ALT) after you double click on PS to open it up.
(For windows, which is what I'm assuming you have)

Happened to me the other day, layer was locked on luminosity even though it showed "normal.
