Hey guys, I have an i7 5820k, and a GTX 980 TI. I play at 4K and have no problem with most games. I can hit 60FPS with most settings at max. I know games are getting more intricate and demanding by the day. So as a future precaution I am thinking about getting a second 980 TI. But my 5820k only has 28 PCI-E lanes. I know this will bottle neck my second card to only work at 8x instead of 16x. How much will this effect the overall performance of the second card in SLI? Would it be worth it to upgrade to a 5930k or maybe even a 5960x if I am feeling like overkilling? What are your guys' thoughts on the bottleneck performance to full performance?

Good video from linus that explains your situation. Uses 980s instead of 980ti but the results should be similar

Too answer your question you won't notice a difference as PCIE 3.0 8x has more bandwidth than your gpu could saturate or any current GPU can saturate.
