Do you have a boot disk for it? If not, is it under warranty? You could contact Toshiba and see if you're able to send it in.

You could try YouTubing the problem, I don't want to give you information that wont work. Maybe someone else has a better answer to your issue.

If you're still having this issue then here are some things that may be causing it.

When a pc attemps to boot from the 'PXE ROM' it's basically trying to boot from your network. In your bios there's a setting that let's you disable this feature because it's really pointless unless you're really tech savvy or run a business. So search up how to turn it off. If that doesn't work then it means your hdd isn't being recognized. It could be cause of a bad install of windows, it could be incorrectly formatted, or it could just be out of place. You need to take off the hard drive cover to take out the hdd and reinstall it. If this doesn't work then chances are you have a faulty or corrupt hdd. They way you can fix this is by loading up a live usb img of linux ubuntu 15.04; There's a setting in the disk manager in ubuntu that allows you to wipe/reformat your hdd. Keep in mind that this should only be used as a last resort if none of the above work. Everything WILL BE WIPED. All your files will be lost. Once you do this, you will have to make a boot disc for windows 7,8.1, or 10. I don't recommend installing 10 unless you have a key. If you want 10 then install windows 7, crack it with a program, then install all the updates, reboot and you should get the "Get Windows 10" icon. You can use any flashdrive 4gb+ to create all your usb imgs.

Go into your bios and set the settings to default, it looks like its trying to pixie boot(boot from an image on a network) rather than boot from your HDD/CD or whatever boot device your operating system is installed on.
