I have been wondering this because i'm gonna play it like non-stop and do not want to be at 28 then not being able to level up even more

Well the current cap on the beta on ps4 is level 40 so i think it will rise

They may set it out to be 28 at the start and do what they did on PS4 but you'd never know.

I hope they just make it what ps4 finished on so we don't have to wait until they up the level cap as it would just get tedious
