its a Dedi GPU Radeon R9 380 4GB
and im not sure if its legit windows but i installed it from Windows and put it on a USB and plugged it into my new build

Have you tried rebooting the system?
Go to task manager, More details, Performance, and then screen shot the memory. This should tell you what is using it.

I didn't read anything other than I know the problem is that you are on a 32 bit windows, 32 only runs 4gb you need 64 for more.

Forget my last idea.
Press windows key + R and type in 'msconfig'
Under the boot menu press advanced options.
See if max memory is set lower than 8192 if it is set it to 8192.

I Have already done that no luck still 3,94 GB and im 100% Sure im on 64Bit Tryed 64 Bit windwos Pro N and Windoows 10 Home

Is it DEFINITELY seated properly? Try to swap them, run with one in etc.
