They patched "a rare glitch that occurred when visiting a barber shop with a parachute equipped.", so unless there's a new method, I don't think it works anymore. I still have mine saved though, so it doesn't look like they're removing the outfit if you got it pre-patch.

EDIT: Looks like I got it confused with the other duffel bag glitch. I'm not sure about the black one, but the green duffel bag glitch is patched.
