With what your cousin is doing, then the second build is good. Also considering that Sanctorum is one of the most knowledge-able in this forum.

Also, im not sure the exact dollar amount he has, but that is probably pretty close to the ceiling, but would it be beneficial to swap out for a small ssd rather? I sent him a text to see exactly what games he plays, because if its just one or two, would imagine could fit them on the ssd. Only reason im saying that, is because i remember when i first switched to ssd, was like day and night.

Absolutely go with Sanctorum's build.... He knows his shit better than any of us that have been posting on here

If you want an SSD instead of an HDD. 120GB is pretty minimal though, it'd be worth spending the extra $30 for this;

Not only does the 7700k out-perform the G3258 as a CPU, but it also out-performs both the GT 610 and GT 730, so is a better choice. With the 7700k, you can also save around $100 and add something like a 260x in XFire, or save up for a higher end GPU if you'd prefer.
