Would these specs be able to run the latest games on a decent resolution and be able to record game footage via Elgato and record audio via Audacity?

No this will not.

I mean you can run the games but that GFX card is pretty weak.
I'd stick with a custom built one if you google 500$ pc build, or what ever your budget it you will find the best bang for your buck.
