I have 7m should I build a BPL team with TOTS players(i play good with bpl teams)
Or should I try out a full legends team?

I would make the BPL, especially if you play good with them. The likes of TOTS Hazard, TOTS Sanchez, TOTS Aguero will be crazy good. You could make a hybrid with Legends on one side and BPL on the other.
