Im from the UK and I always seem to connect to Americans which makes it harder as you have to try and be accurate on a bad connection does anybody else get this?

I have no idea where the **** this post has gone, but anyways;

To answer your question:
a) Play early in the day. That's when its mostly UK and European players on.
b) Blame 343i for making a crappy matchmaking infrastructure.
