Yes it's a modded server but you get given an individual account that provides unlimited gems and coins and elixr, which has been modded, so if this seems like a confusion,

That means the server is down, this happens sometimes, i suggest doing the process of downloading COC again and connect back to your netowork normally, then try doing the DNS process again later.

So do i forget the network and try again? Also it freezes and the only way i can exit the app is holding the home and power button

Yes you forget the network and connect back normally, and delete clash of clans (Save stats) and download it again, play COC normally for a while then try again later.

Do you have to be connected to the server every time for this to work?

Or once you start the new village it will work not connected to the server but as long as you're on the same wifi network.

No, this server runs on a DNS server so you need to be on that server every time you want to use that modded village.

Im not too sure but i would wait atleast a minum of 30 minutes just to keep check if the server is down or up.

Okay, I have done so. But I deleted the Ips out of the BootP DNS section by accident. Does that matter? Or Do I need the 2 Ips that were there first? Then add the IP you provided?

Also, Is the server down ATM? Trying to load CoTC and It wont load..
