Do I just need to complete the mission where we steal the hydra to make it buyable? Or do I need to finish the finale?

Don't buy it, It's not good.. It's slow and easy to shot down but yea pretty sure, You just beat that one mission to unlock it.

You just have to finish the mission where you use it, I bought it last night and I really like it, it's not as fast as the laser but it's still really good
