I've been using it in safe mode. I've tried hard resetting my phone but it still isn't working. I'm gonna try turning it off for a few minutes to see if it works.

Something like this happened to me once when I was using an app to change my MAC Address, every app store app wouldn't open and only the stock apps would.

If you have something like that, turn it off or remove it.

If at the end and you still can't get it fixed, the only suggestion I have left is to do a back up (If you want), and restore your phone and re-jailbreak.

I haven't used anything to change my mac address. Not even stock apps will open.

Using some file explorer, go to "/var/mobile/Library/Caches/"

Delete ONLY this file "com.apple.LaunchServices-102.csstore"

Restart iPhone/iPod

Go through and close all your apps in multitasking, turn the device all the way off, turn it back on, then try again. If you are still having issues, and really want it fixed and don't know what else to do, you can always backup and then restore your device and re-jailbreak. But, I would make that your last choice before just jumping right into that option.

Try hitting it with a hammer. That might work.
