Find a trustworthy friend to exchange mystery gifts with. Or get another account to 15, add your main, wait 2-3 weeks and gift yourself.

or wait for sales and get legacy ones when they are available like Christmas and Halloween

The only rare skins, are the ones you can't get anymore, Championship Riven for example, or Ufo Corki. I've seen some places where you can buy them, don't know how it works though, maybe you buy an account that owns that skin or something. Wouldn't recommend it though, really expensive.

But you can get legendaries and such.
Here's a good summaration
A skin for any Champion that your friend owns is eligible for Mystery Gifting, as long as it's worth at least 520 RP and is available in the store. This includes Legendary and even Ultimate skins! Legacy skins will also be obtainable as a Mystery Skin EXCEPT Achievement skins, Collector's Edition skins, PAX skins, Rusty Blitzcrank, Urf the Manatee, Championship Riven and Riot Squad Singed.

Rare skins could be purchased on other sites, but would be really expemisve. You can get nice skins with the division you are in at the end of the season, pretty sure you need to be gold and higher.

Yes exactly, if you are in Gold, or any higher division, you'll get a skin. The skin for Season 4 gold+ players was the Victorious Morgana skin.
