And no I don't think another crisis like that will happen. If Obama is trying to improve relations with them than there is no logic as to why there would be another crisis.

These days American long range intercontinental ballistic missiles can hit Russia from any location, take that in conjunction with steal bombers flying from bases all along Europe, the middle East, and Asia and nuclear subs and it makes very little sense to set up a missile facility in Cuba.
