Rapid Supply means that you get supply crates more frequently.

I got a 25 min and a 45 min rapid supply drop out of a supply drop and the whole time I only got 1 supply drop. If you want a sure fire way to get supply drops then play Exo Survival and fully up grade your exo skills. I just did this and got 3 for upgrading the 3 skills.
