On GTA Online. I'm level 100 because my friend did it for me and I haven't unlocked Rooftop Rumble which is unlocked at level 75. Just wondering what to do to get the mission yet I'm level 100.

Try playing through all former missions that Lamar, Lester etc would give you. You have to go through previous missions to unlock latter stuff.
