not sure but maybe close your net pages then right click on the desktop and and change screen res and or try the personalize part,

also go to control panel,remove programs-and remove any tool bars as they take up part of your screen and often install themselves,

also if u right click a blank area in the top tool bar itself you can change the layout of tool bar and how pages appear.

it did this with me, its a resolution issue i believe, i just zoomed out a lot and it let me use it, i have i like half and half so i have 2 windows side by side, so i just zoomed out and it fixed the issue.
