I highly doubt that, unless you personally witnessed it he is most likely lying.
He either: A)bought one and freed it and is denying it, or B)turboed one from somebody.

There are checkers for gamertags, and they are next to useless. There's no way to detect banned tags so you basically just end up with a list of banned gamertags.
