Search around the area where you take a wanted vehicle to simeon to sell, tthats where they mainly spawn i think

I generally find them around the docks area, they're not a common spawn though, and will probably require you to jump lobbies for different car spawns a little.

I have had a few before, got rid of it for garage space, if I hadn't I would help you, as GTA spawns are a bit, lazy.

Put your last location on, as spawn location, then go to the docks, drive around and look for one. After that, if you did not find one go to the shark card market, then back out and re-look.

Get someone who owns a phoenix and drive around the docks area near where simeon garage is with there car. Driving around in a car causes them to spawn
