So I'm new to paypal and in buying an item that is a few hundred dollars the seller told me that we can do it through goods an services is this a scam??? And any tips while buying would be great I'm new to paypal

If you don't know how to handle money then you shouldn't even be on Paypal to begin with..

If he has proofof it then you should be fine. You can report the transaction if you never recieve the item. You can only report GOODS AND SERVICE do not do family and friends.
