Don't listen to Forest he has no knowledge in PC gaming let me explain.
GTA IV was a terrible port to the PC so the optimization is quite bad.
If you plan on running LCPDFR it's a big mod so the official requirements for GTA IV are not going to fit, also if you have LCPDFR I imagine you will get car mods, els (lightbar mod), emb's, custom player models, and MANY MANY more mods.
You will need a MUCH stronger pc than the requirements on GTA IV's site.
I'm running am AMD FX 8320 (Octa core/8 cores @ 3.5 ghx OC'd to 4.0 stable)
R9 270x
and I get roughly 40 fps on highest settings with all the mods installed plus some emb's and other graphic enhancers.
ALSO, the mod auto installer is only on 1.0 versions and up, if you plan on playing multiplayer and use 1.0 you will crash every 10-30 minutes regardless of your pc specs.
So I wouldn't recommend 1.0 because it doesn't add much from the other versions anyways and has a higher chance of crashing.

In your words, if you read it s-l-o-w-l-y, you will see he put.

The point is he thinks you need something better than their requirements so why would you even post the link?

Read the first post, the OP states he wants to play LCPDFR, therefore I'm telling him the spec requirements are much more than what's said for mods.

That build is fine, however if he will be modding the game I think he would need something larger than 500gb. That's just my opinions though.

To use your controller i use Xpadder, then youtube a tut on how to set it all up! It's simple really.

R9 270X on 40fps everything maxed. I don't think so. Else I would be running everything on max, which I am not.
