The reason I am making this post is because most people are struggling with the mural theory. I have put lots of research into this theory and I have came up with a possible solution.

My Theory: We all know you could use cheats or just find the jetpack in San Andreas. But as I was looking through that I realized that there is one place in San Andreas where you had to use glitches to get under area 53 to get a hidden one. As you know there is a secret base aka "Fort Zancudo" that kills on sight. People have made videos of the secret elevator that goes 1 floor down. I have went to this location myself under the map and the black square that was usually spinning there is now gone.

In all my thinking I would supposes that the jetpack could be hidden in the base somewhere because the only mission of the game that we had to do with the fort was the first mission with Trevor flying over the base. Other than that there is no other possible location that the jetpack would spawn in. They wouldn't make it easy because there is a lot of scenery around and a lot of to put items hat aren't found yet.
