I live in Connecticut, but I heard that the R32 has exceeded 25 years of age so they are legal in the states now, but i've seen videos of R33's in the Wisconsin area, so are they both legal? or only the R32?

They're from Nissan, Skylines in fact. I'm not really sure about why they are illegal, but from what I heard was because of weight and crash testing.

They are not legal. To get them in the U.S you need to import them, with the safety and emission upgrades needed to be legal in the U.S.

I know the R32 is legal in California due to it's age & I've seen some R33's get registered as well through a lot of paper work and persistence.

They are illegal in the U.S due to DOA crash test restrictions. They do not pass the DOA restrictions so usually people get them imported from Japan with the reinforced chassis and bumpers, etc. so they can be legal in the United States. The downside to this is that the upgrade to legalize them often makes the cost of a normally $20-30k car skyrocket to nearly 100 grand. The company that sort of ruined all of America's hope of legalzing the Skyline's younger than the R35 GTR is called Motorex. Which is no longer in business. Motorex actually at one time brought Skylines to the US and "made them legal" but cheated after starting up and brought them in but did not perform the necessary upgrades. So the only Skylines in the US were either brought here by Motorex and linger around. Or are brought in for insane amounts of money. That btw, is why motorex was shut down and in a way, ruined the potential for all Skylines to be legalized and is why its so difficult to legalize them. Now as for your question, i have no damn idea if they are legal today. Lol. I sure as hell will look it up cuz if they are, Ive forver dreamt of owning an r33 or r34. So once they are legalized. I WILL own one.
