Like the people above said, you'll probably have to contact your isp then. If you have a DHCP connection, your isp leases you the IP for a given amount of time so you could either wait it out or take the initiative. Sorry for your situation man, hopefully it gets rectified soon.

Ehhh no.
You can override your current DHCP lease by leaving your router off for extended periods of time --I'm talking a few hours at least. When your router is offline, your IP is seen as in-active and gets snagged. Since you now have no IP, a new IP will be assigned to you the next time you boot up your router. The only thing leasing does is hold onto an IP for a pre-determined amount of time instead of either discarding it or keeping it permanently (Static / Sticky Dynamic IPs). DHCP settings are located at router level, so if your router is off -- your DHCP settings (along with your lease) aren't in effect. This is where the "wait it out" method comes from.
Calling your ISP is usually the easiest way to get an IP change as (with Comcast and FiOS), manual IP changing can take multiple hours. In this situation, I'd leave it off over night and check in the morning. If for some reason you still don't have a new IP, call up your ISP and request a change.

He wants to change his IP so his JTAG/RGH won't be under the same IP and his retails won't be at that much of a risk of being banned.
For example, if his IP right now is: 76.156.128.32, his retails will be linked to that IP, and that IP only. If he changes his IP so his JTAG/RGH has a unique IP, separate from his retail IP, there is a less chance of being banned. Since the IPs aren't the same, the retails and JTAGs/RGHs won't be associated with each other so when he gets KV banned, MS won't go after his retails.

I dunno how it is there, but here in aus no matter what ip's u have in ur network ur house/internet connection has one ip no matter what. So anything that connects through that one connection no matter what its ip is can be traced back to the one specific ip for ur line/internet connection because that ip is basically like a street address. So really here in aus u would have to run the jtag off a seperate phone line/internet connection to everything else to be truly safe.

Changing your IP won't protect your retail your router has an external IP and everything under that IP gets banned use a VPN on retail. When you day trying to change IP do you mean external or IPv4 IP if external you'll have to contact ISP as you may have a static IP.
If IPv4
Enter following in command prompt to receive new DHCP lease.
ipconfig /release
ipconfig /renew
This essentially resets the lan adapter.

Turning your router off does nothing resetting it does..
once DHCP leases an IP address it's usually for 48 hours.

I'll say it again, your DHCP lease is irrelevant once you power off your router, you can't enforce settings with no power -- therefore, your ISP will snap your IP as it's in-active. Now that your IP is being used by someone else, you will be assigned a new IP upon boot. The variable here is how long you need to wait before your IP is snagged. Also, DHCP leases (at least with Comcast) are usually for a week, not 48 hours.

I have accepted the fact comcast is leasing me the IPs for ~a week. I would've closed this days ago if I could've. There's no need for replying any further.
