When try to restore it nothing happens, so I was wondering how to format my HDD. I'm currently jailbroken on PS3ita DEX. If I format it will it ruin my jailbreak? How do I format it? Or can I even format it?

Put in a pc and formatt it or get a usb 2.5" caddy and format it in there.
Best to try another 2.5" HDD first before you formatt your original HDD.
