An earthquake proof building is just made out of flexible materials, so when the shaking happens the beams and building structure are able to sway just enough and not snap and break apart . You can probably find plans and such on google, they are highly popular in the California area.

A building that would still stand
through an earthquake
So
An average building would fall down through a high
scale earthquake
If you have to create an earthquake proof building
then It must still stand through a high scale Earthquake
