I know it doesn't work anymore but don't even try it. Not only did the account that I used get suspended, that part was fine, but about a week later I GOT CONSOLE BANNED!
I take no credit for this a friend of mine posted this on Facebook. It works I just tried it.
*IMPORTANT READ* : I can confirm this no longer works. Sorry everyone.
Steps:
1: Create a new Microsoft account/gamer tag using Xbox.com
2: Change your region to Latvia ( IMPORTANT )
3: Proceed to finish making the account.
4: Recover it on your 360.
5: Use your 360 to search and purchase the games so it doesn't ask for your credit card info.
6: Here is a list of the games so far I know you can get for free.
Saints Row IV + DLC
Blackgate Deluxe Ed.
Skydive
Constant C
Far Cry Calssic
Limbo
Spelunky + DLC
Deadlight
Sacred Citadel + DLC
Halo: Spartan Assault
The Walking Dead EP1/EP2
Zombie Driver HD
( If you guys find any games not on this list that works. Feel free to mention them in the comments and I'll add them above. )
Enjoy your free games.
Edit: You do NOT need gold to receive these free games. All you have to do is make the account via xbox.com, change the region and you are good to go.

Just make an account on Xbox.com. Follow the directions and you will get it for free. You don't need gold either.
