So me and my friend filled out a petition and the person ask for our address and date of birth and signature. Can they steal our identity? My friend is worried like crazy.

Not really. Unless you give them your Social Security Number.
(I won't recommend doing that)

possibly if they already have other information have them make sure to keep an eye on all credit card and bank activity and once something happens that isnt right have them call the bank or credit card company IMMEDIATLEY

Social Security Number is the main source of getting someone's identity.
