Is is true that once you get to a high enough level cars like the Ruiner stop spawning often? I've been searching for one for two days and used to be able to find them instantly.
I'm level 56 by the way.

I'm level 196 and i still get them spawning ...
Its not about level cap it's about who is host and whatday/time it is
Some people can't get Karin Futo's spawning but i get them all the time!
