I have no idea what one to get, I heard good and bad things on both sides, just need some more help. Quick response would be better.

If you are purchasing a new OS then Windows 8.1 is the way to go. Better optimisation for games/applications and it's becoming better by updates.

Is windows 7 that bad? Will games soon be getting out of date with Windows 7? I truly want something stable.

Windows 7 is just very resource demanding compared to Windows 8.1
It's the better choice for gaming.

I find windows 7 is easier to use because of the start menu and that but I like windows 8.1 as well. It's personal preference to be honest.

Windows 7 is good, however if i would get an OS now it would be windows 8/8.1

Games wouldn't really get "out of date", however some games would be better playing on windows 8 than 7. I would go with windows 8, but it's you.

Understandable, I didn't want to be like it's new so it's 'better'. I'm not that tech savvy. Would it be hard to upgrade to Windows 8.1 from Windows 7?

Personally if you are buying a new PC. I would go for 8.1. It runs more smooth in my opinion. Also more tidy. It has a lot of hate but it keeps getting updated and it will be more optimised on your system.

Note - This is my opinion not a fact.

I always make my mind up last minute, I already ordered Windows 7 last night with all my parts. I guess I'll upgrade later on as time goes on.
