What do you mean? You need xexmenu? What games will you be playing? What will you be doing with your console? We need details to help you.

I have xex menu but do i need anything besides that cause xex menu isnt popping up on my rgh

Make sure you have a legitimate version of xexmenu, if not, it won't show up. The link I gave you is a legitimate copy that I know works for a fact. You will need tools and such to mod games, you will also need files if you want to connect to XBL on your modded console.
