You need a credit card linked to your account. You can use a debit card or credit card but what PayPal is doing now for everyone, is they are charging a $1.50 Fee which will appear on your credit card statement that you must type in to PayPal confirm the and add the card. This card should match your name on the PayPal account otherwise PayPal will eventually catch on and start putting security checks on your account. Eventually it will get to the point where you must send Photo ID of yourself matching your PayPal name and the Credit Card name...complicated stuff :/

um... bank of america would let you create one. and i think it takes 2-3 weeks to get your cents then u tell paypal what u receved and boom verifyed.
