RSPS Help and 2006RS Questions

I have a few questions that I need answered as I'm unsure about.
I have always wanted to start my own RSPS but I have one problem and that one problem is that It always says my port is closed and it never seems to work even though I change the 'server =' to my correct NO-IP.
The second question may sound stupid but I have no complete clue as I haven't played RS in a few years, I may start playing the runescape 2006 scape old school servers and was wondering when you start do you have to start from level 3 and work your way up from there if you had an account before, Does anyone else know if the christmas event is still active as well?
