Hello.
Sorry if this is a nooby question but
I have a laptop with Windows 8 and I was going to build me a desktop soon.
And I was wondering if I could somehow safely transfer the Windows 8 from that laptop to the desktop?

I don't know exactly how to do them, but you might just have to reinstall Windows 8 On your new PC and copy the things you want on it with a USB or a External HD

An External HD Would be a good idea because then you can copy nearly everything over and there quite cheap

No, it would not be possible to transfer your OS. You could use the HDD in your PC and keep all you windows files and personal files, but it will require a re installation. Your Windows Key is linked between your HDD and your motherboard, so if one of them is changed, it won't happen.
