It's a bit of a grey area to be honest. I can see that some people wouldn't want to get involved due to fear of getting attacked etc.

Then again when it comes to a subjective thing like bullying where people define it differently and experience it differently, statistics can only be so accurate.

Personally, I don't think it matters if bullying is getting better or worse, as the video has shown, if you see someone getting bullied you should intervene, and that's the bottom line, nothing else matters.
